Francis was tried at the Old Bailey in London on the 13th of December 1786, for stealing clothing worth 22 shillings. Francis was sentenced to transportation for 7 years. He left England with the first fleet on board the Alexander. Francis's occupations were recorded as a seaman, midshipman and clerk. He left N.S.W. in 1800.
