The first major owner or occupier of Rosalind Park was the Government.

Rosalind Park was originally used by Government as its main camp. Mutable tents were erected and used for the purposes of general post office, survey offices etc.. After that time (1867) when Bendigo had become properly established the first GPO was built at 18 View Street (now Sandhurst Trustees LTD). The new post office remained at this location until seven years after Federation (1908)
